Unlike data on average salaries, separate statistics on the average military salary in Russia are not published. In 2012, President Vladimir Putin, in one of his May decrees, decreed that the pay of military personnel should not be lower than the average salaries in the “leading sectors of the economy,” to which Rosstat included the fuel and energy complex and the financial sector. In 2016, according to Rosstat, the average salary in the energy production sector was 77.6 thousand rubles, and in finance - 80.3 thousand.

Despite the lack of indexation for five years, the military personnel themselves do not complain about their income, notes an RBC source in the military department. Various allowances are constantly being introduced for them, explained RBC’s interlocutor. “For example, there is a monthly bonus for commanding military units and units, and there is also a good bonus for physical training. If you pass physical training with an “excellent” grade, then you are entitled to about 80% of your salary on top every month. Plus an annual bonus due to budget savings. The money saved is distributed to service members at the end of the year. You can get a good bonus - from several tens of thousands to hundreds of thousands of rubles,” a source told RBC.

In October, the government will increase defense spending by reducing spending on social policy, education and medicine. If the amendments for 2017 are approved by the Duma, the military budget will exceed 3 trillion rubles for the third year in a row. and will amount to 3.3% of GDP. The planned increase for 2017 falls on the closed part. Over the next three years, the Ministry of Finance expects to limit spending on national defense to about 2.8 trillion rubles.

Over the past decade, the Russian government has initiated a number of reforms in the military sphere aimed at increasing the efficiency of the army, modernizing equipment, optimizing its strength and command structure, as well as increasing the prestige of service in the armed forces.

Over the past years, military salaries have increased. Moreover, official housing and other social guarantees were often provided. Military salaries in 2018: what to expect from next year

There are no specific and exact figures for salary increases yet, and experts are arguing about whether the salaries of military personnel will be the same as those of other categories of people associated with public service. Or payments will be raised not only to the inflation rate, which is equal to four percent, but also higher – to five or more. Although the amount will not have a significant impact on the standard of living, the military is really interested in this issue.

Other experts are of the opinion that due to the introduction of new standards, salaries will be revised according to a completely different principle. The issue of indexation itself will be decided after the government balances budget revenues and expenditures. Thus, if it is possible to increase payments from a financial point of view, then this will happen, although this applies to a fairly small amount within 4% of the standard payment.

What do we mean by the size of these allowances? The fact is that there is talk about the abolition of allowances for personal physical fitness in 2018. Allegedly, instead of paying bonuses for passing physical training to higher levels, they can, as compensation, cancel the mandatory withholding of income tax from the pay of military personnel.

All this suggests that the 13th salary in 2017 should be reduced to nothing. But it is precisely the craving for long-gone confidence in the future and the desire for, albeit sometimes illusory, stability in the economic situation in society that revives interrupted traditions, even through the introduction of a relatively useless bonus.

The pioneers here are precisely government agencies (or enterprises with significant state participation in capital). Who else can start better than them? Only those who have money.

The Russian Trade Union of Railway Workers and JSC Russian Railways discussed the implementation of the Collective Agreement in 2017.
